Construction company fined £30,000 after bricklayer fell through roof

A bricklayer was seriously injured after the upper floor of a house under construction in Oldham collapsed on 4 June 2024. The worker fell along with several concrete blocks that had been stored on the floor, suffering fractures to his leg, hip and hand that required surgery and a month-long stay in hospital.

An HSE investigation found that the construction company had failed to properly plan, manage and monitor the construction work. The collapsed floor had been overloaded with concrete blocks and had not been built in accordance with the manufacturer’s design. Inspectors also identified further failings, including unsafe scaffolding, inadequate work-at-height arrangements, a lack of fire alarms and poor site management.

The company pleaded guilty to breaching Regulation 13(1) of the Construction (Design and Management) Regulations 2015. At Warrington Magistrates’ Court on 11 August 2026, it was fined £30,000 and ordered to pay £4,883 in costs. HSE said the incident was entirely foreseeable and could have been prevented through proper planning, supervision and compliance with safe construction practices.
