Mark Blackburn is a Solicitor in Gordons planning team and specialises in all aspects of planning and highways law. With a substantial local authority background he has extensive experience of advising and negotiating on planning applications, planning obligations and lawful development certificate applications.

On the contentious side he has advised and undertaken advocacy at numerous planning and enforcement appeals on a wide variety of matters including residential, leisure, retail and mixed use schemes as well as private householder development. Mark also advises on call-in applications and the judicial review of planning decisions.

Mark’s experience in highways matters includes advising in relation to stopping- up and diversion orders, public path and side road orders, pedestrianisation schemes and negotiating highway infrastructure agreements.
